How do i create blueprints?

I found some nice mods on neverwinter vault, however after installing them, they did not work, the mod creators offered no instructions or any info on how to get them to work. After hours of searching i was able to find enough info to understand that you need blueprints for those mods to work (no blueprints were included in mods) so how do i create blueprints for those mods? I've watched videos but they talk about creating custom scenarios, i just want to add new clothing and hoods in the main campaign. Like the shadow priest robes and mask and a few others i downloaded.

 

Any help would be appreciated!
