You need to place the ESP file in your game's data folder. For a typical Steam install of the game, this is the path:

C:\Program Files (x86)\Steam\steamapps\common\Fallout New Vegas\Data

Now you need to activate the ESP so that the game will load it. For this you need a mod manager.

Use any mod manager that works for New Vegas. It's really down to preference.

Personally I use FOMM - Fork. It's old and probably the least popular option, but it's also really simple.

There's also Vortex and Mod Organizer 2 which are more modern and provide more features.

There are a few mod managers available. However, you don't need one if you are only running a couple of mods. You can just activate the mods in the game. On the start screen you should have a button for "Downloads". Just open that and activate the mods from there. If you are going to do more than a couple, you will need a mod manager.

FOMM-FORK was made to run the Fallout games. It was last updated in 2018. Just because it is not the newest doesn't mean it doesn't get the job done. Another is Nexus Mod Manager. It is be kept up to date by a group of volunteers. As mentioned, there is also Mod Organizer 2 and VORTEX. Both have their fans. From reading the comments here on the Nexus, Vortex has a high learning curve.

I have been using FOMM for the past nine years. I tried Nexus Mod Manager for a short period but went back to FOMM because it does what it was designed to do with minimum fuss.

Yes, the programming is old, but so are the Fallout games.

I would not recommend using the standard game launcher to activate mods under any circumstances. The UI is broken and it can't adjust load order. Recommending it for "just a few" mods sends the wrong message, in my opinion. Get a mod manager. Seriously.

I agree completely with regards to FOMM and continue to use it for the same reasons. Other managers are bloated with features that I don't need.

While I am in complete general agreement with the previous responses, I recommend anyone read the entire "FNV General Mod Use Advice" article to understand the differences between this game and others you may have experience with; especially if this is your first attempt to play a modded FNV or it's been more than a year since you last did so. It is designed for someone who has never played a modded PC game before, so it tries to avoid making any assumptions, is kept "up-to-date", and covers years of "lessons learned". It is NOT a list of various mods to install that happen to work on the author's machine. It addresses fundamentals underlying how to get the basic game and mods to work together.

It also mentions the various mod managers commonly used with this game, and has links to videos and written tutorials for each.
