So the hang-over quest F'd my game... Help?

From what I hear I'm definitely not the only one to have this happen (I play on the Xbox). So I did the quest "A night to remember" (totally NOT worth it in hindsight) and apparently it bugged the whole damn town of Markarth. And somehow (I guess from making a few unlucky pick-pockets) it stuck me half way in some quest I hadn't even started yet. Now pretty much every NPC in the town is bugged and wont move anywhere (it's like their scripts are frozen), I can't buy from merchants, and the guards keep attacking me after going in the shrine of talos. From what I've learned this is due to the quest "Foresworn Conspiracey" not triggering (along with "house of horrors", also affects the Silver blood jail quest.) So WTF Bethesda?? It's basically made the whole region a waste of time. I don't have any saves that date back far enough at this point to prevent the bug from happening. (Now, Granted there are no other in game fixes) I was wondering if Hexing in these mandatory NPC's that never spawned would allow me to fill in the missing scripts, thus, allowing me to end this stupid quest. Thoughts? This basically broke my game, I was really looking forward to the reach, was maybe even going to get my first house there . it's made me consider to stop playing skyrim all together, too many damn bugs- never a solid experience. Any help would be much appreciated.
