fallout 4 entirely broken according to LOOT

I loaded into fallout 4 and when making a new save and loading it the mods reset like this post: https://forums.nexusmods.com/index.php?/topic/8226818-all-mods-removedreset-upon-loading-saves/ but something else is happening now: when i verify integrity of game files in fallout 4, everything comes up fine apparently, but LOOT says my fallout 4 is invalid or cannot be read: https://imgur.com/a/jwb06YT I can't give my load order, because LOOT isn't working and i don't know how else to. i just had to reinstall every single mod because i changed the drive fallout 4 was one (the game was working between then and now so i know it isn't that) .

Since the last safe save game i have only installed two mods, which since have been uninstalled: https://www.nexusmods.com/fallout4/mods/2331?tab=files the old file named "classic wanderer radio v1.0" I enabled this one and the most recent upload at the same time (maybe it was that but how can a radio music file break FO4 this badly?) and also: https://www.nexusmods.com/fallout4/mods/42134?tab=files the archived one, and not the "loose" one. I installed them and as for what happened next was i loaded into FO4 and pressed continue and it said i was missing two files that were in my last save: startmeup.esp (an alternate start mod: https://www.nexusmods.com/fallout4/mods/18946?tab=files) and scrapeverythingultimate.esp (https://www.nexusmods.com/fallout4/mods/5320), but when i checked the load order it said they were enabled, just at the bottom of the list. so i disabled and reenabled them, and then it said looksmenu.esp and startmeup.esp was missing (looksmenu.esp sometimes disabled itself, but i can just reenable it in the load order in fallout 4 mods) but i checked and startmeup.esp was enabled, so i loaded my save anyway, and it was fine until i made a new save, loaded that save and everything reset. Please help i have no clue as to how, why, when and what is causing this.

P.S if you have another way of getting the mod load order, i would be happy to tell you. and i am afraid of doing anything else without advice first, because i don't want to break my save (it has 12+ hours on it and i got really lucky with the RNG)
