Found the issue, it was related to energy visuals 2.0, possibly a dirty install or a bad load order on my part.

I am at a loss here, my laser weapons work fine, but my plasma weapons will not shoot anything, no orbs, nothing. Here is my load order, I had been trying to see if it was animation mods or recoil mods, but I have had no such luck in my endeavors.
