Not only do the locals have more health, but they get a 35pt damage bonus that bypasses your armor. I have made a mod that lowers their health a bit, removes the damage bonus, and lessens the travel time on the boat. I have not uploaded it, but if anyone is interested drop me a PM. -
Contract Killer / Lawbringer Missions

I did search Nexus before posting this and none of the mods you listed do what I am asking for. All they do is change the bounty or give you more people to kill for the bounty. I found the premise of Megaton Contracts to be rather shallow (such as a contract on Moriarty for slavery (which technically is not illegal in fallout) but refusing to offer a contract on a group of cannibals just because they pretend to be a bunch of of Twilight rejects. I want something that creates a specific quest to kill a specific NPC such as with the DB quests in Oblivion. -
I play around in the GECK a bit but quests are way over my head at this point, thus I am sending out the following request. Instead of just doing the ear/finger thing for the above mentioned perks, I would like to see something more along the lines of the Dark Brotherhood quests in Oblivion. The person who normally pays you for parts would instead give you a note that had the name and location of a target on it who is either marked for assassination or a "wateland's most wanted". You would need to find them and eliminate them, sometimes in a specified manner. You would then return to either the quest giver or a dead drop location to get your payment and a new contract. By using notes, no voice acting would be needed beyond a few bits that could be stolen from the games basic sound files already. Special weapons or items could also be given as quest rewards from time to time. I feel this would make the perks much more worth while, especially for the Contract Killer one, because as it stands now it should just be called "Random Murderer". I would be happy to help with writing notes and coming up with storyline ideas if anyone can do the quest scripting. Thank you in advance for your time and consideration of my request.
