I want to add an summon effect to the enemies that reappear. How do I do it with CK?

It is possible to make a mod similar to Enemy Encounter (Skyrim https://www.nexusmods.com/skyrim/mods/75011) by Wellsantos in MEA? I would love to explore on foot the planets, with dangers anywhere.

The idea is simple but I think it is difficult to create. The mod is about random enemies that attack the player anywhere. Every X minutes anywhere in Skyrim player is attacked by one or more random enemies (any enemy of Skyrim). How do I start? Is it too difficult for a beginner?

When I kill an enemy with any weapon regenerate a small amount of life. I think it's something simple but I do not. Does anyone know it?
