how do i extract the exe? after downloading it it is in a 7z format, I dont know what apps or programs to use to convert from 7z to exe

Hi, I have looked everywhere but have not found a good video or step by step process of how to download the 4GB patcher, I am very new to modding and would very much appreciate a step by step list of instructions on how to download, install and load it correctly since all the 4gb patches I have seen require a manual download rather than an automatic one. Any help is greatly appreciated!
