  1. Experimental MIRV mod for the Fat Man is more of a "That's Nice" toy and for some reason you are sitting on tons of Mini-Nukes. Think of the Exp.MIRV as a shorter range grenade launcher than a missile launcher. If you got a wall between you and your enemies and can fire over it, this thing is real nasty in that regard. The range of Exp.MIRV is short and you have to be very careful in firing it because you can easily nuke yourself. I can throw grenades further than the Exp.MIRV shoots. VATS mode can be treacherous because of this. If the target is of the same elevation or higher than you, you need to fire at a very, very high angle to be safe. The nuke package doesn't arc in the air that long and you need as much height to be safe. If you're at a higher elevation than the target, then it's much easier. All this is why I treat the weapon as a "Manual Fire Only" toy. Do you need the Exp.MIRV? Not really, especially since it's an endgame weapon. By that time you have lots of options in killing stuff. There's nothing in the game that made me think, "The Experimental MIRV will get me through this, nothing else will." But then again, you can say that about a lot of weapons, even the regular Fat Man.
  2. I don't have the weapon ingame yet. But do keep in mind your Perks will play a factor. If it's a Semi-auto Pistol you don't have Gunslinger, the damage is going to look like crap.
  3. Dunno about that... Piper has 2 printing presses, and wants the player to make her another, but her newspapers are all hand written. The printing press is Nat.
  4. If the OP is talking about Pip Boy or Power Armor lights, just hold down TAB to turn it on/off. X-01 Power Armor glowing eyes FTW.
  5. Yeah, Maxon seems to have, for the most part, adopted the best elements of both Brotherhoods. He genuinely wants to help (even if he's kinda heavy handed about it) and isn't as puritanical as the (probably wiped out or at least fractured) East Coast brotherhood, but he also has that dogged military mentality and goal-driven attitude. Which makes sense, since he idolised Lyons, but also saw what happened when you tried to save everyone. Remember, the Brotherhood in Fallout 3 is on its last legs. It's not the unstoppable army that marched through the Pitt and slaughtered half the mutants in the city in a single night. It's a ragged, exhausted group bleeding its self dry on charity work when no one really cares. The Maxon didn't just shut the Brotherhood in and try to ignore everything like the Elders out West did, and that he managed to turn them into the closest thing we've seen to a nation on the East Coast, is impressive. Frankly, while i was uneasy towards them to start, Maxon is probably the best thing that's happened to the Brotherhood since his ancestor founded them. I'm sorta hoping for a king-Arthur reclaims the throne story with him in future DLC... Interesting points on Elder Maxson. Disregarding his very fiery dialogue, you have to look at the Brotherhood's history since the close of FO3 and leading into their arrival in the Commonwealth with FO4. On top of the things you said, you have to look at the state of the East Coast BOS when the Prydwen arrives in FO4. Replenished membership, still superbly equipped, a mobile base of operations (Prydwen), and Vertibirds, something they lacked in FO3, FONV. Not only do they have Vertibirds, they have LOTS of them. He had also pursuaded the Outcasts to come back into the fold. Granted, Maxson was not the only Elder since the senior Elder Lyons' passing. Sarah Lyons served as Elder also as well as others before Maxson. Regarding Sarah Lyons
  6. Human experimentation, other questionable experimentation, replacing humans with their synths to control the population, murder Don't forget wiping out settlements also. Not to mention, the Institute's Synths will attack your own settlements, too.
  7. I've heard people say Strong is hard to get approval for, especially considering being Goodie Two Shoes, Lockpicking, Hacking are things he disfavors. Which tend to be big deal criteria in lots of people's gaming. However, adventuring more with him and even with a Goodie Two Shoes playstyle, Strong was easy to get approval for. 1. Combat - Fighting alongside Strong and straight up killing stuff. He lives for that. I would just go into the ruins of Boston and randomly pick directions for the single purpose of killing things. There is no shortage of targets in that part of the map. 2. Repeatable Settlement Minutemen Quests - Accepting these repeatable quests for the Minutemen surprisingly is to Strong's approval. My guess is that it's you showing your strength while these weaklings can't do anything unless it involves your character to bail them out. Considering how often these quests come up, this is a good route. My character is a Goodie Two Shoes who lockpicks and hacks. But going around and killing stuff, doing those MM Settlement Quests was a great way in getting Strong's approval without compromising what my goodie character was about.
  8. Same here. I have to experience the "vanilla" Bethesda game before it gets dolled up by mods. Thankfully FO4 has a lot to it. Some stupid design decisions were made but overall, the package is a great experience. Vanilla FO4 let you do more in the game than some modded up past games.
  9. I have one Explosive traited weapon, Spray 'N Pray which is a Tommy Gun. Considering it's very high ROF with no "charge up" like a Minigun, it's fast and devastating. You can kill stuff hiding behind cover if you let the explosions "reflect" their damage off them. The only time I would switch away from the weapon is if the target(s) get close. The Explosions will affect the player also. As for Explosive Perk working on the AOE effects of Explosive legendary trait, I'm unsure.
  10. Awesome! I was saying, "Shoot the bastard!... Oh... That's just as good, NVM."
  11. Bethesda has said nothing, and is unlikely to give any indication until, at LEAST, the DLC starts rolling out. Even then, as much as I want the Brotherhood and Maxon to feature prominently, the main factions are unlikely to be involved. more likely, we'll get a footnote in Fallout 5. As far as official cannon goes, it probably won't matter. As far as the East Coast is concerned, the Brotherhood is the closest thing to an official government. Given how busy they've been in the Capital Wasteland, loss of an airship likely wouldn't be much of a setback, and might instead rally them in a full assault of Boston. Even if you sided with the institute, there isn't much the institute could do if their carrier signal got jammed since everything is locked off underground. The Railroad mostly loses its cause once the institute is destroyed. They aren't a military, they aren't a source of leadership, there isn't any way that they would continue after all is said and done. As for the Minutemen, although they fight for the people, they would likely buckle under the weight of the BoS and opt for being absorbed into the ranks instead of trying to fight a war of attrition. It's pretty interesting though with development in the West Coast vs East Coast. The original home of the Brotherhood is in the West Coast setting of FO1. But the NCR rises and becomes the largest, most stable entity resembling a Pre-Great War "State" that we have ever seen in the franchise to date. They have a standing military, government. It has issues for sure but compared to what's out there, the NCR is "The place to be." The West Coast Brotherhood dwindled while the NCR's power rose. On the flip side, on the East Coast, there is no NCR-like entity. Not in the Capital Wasteland. Not even in the Commonwealth because it's far too splintered there and the security situation is still shite. After the events of FO3, the Brotherhood, going by info based in ingame FO4 lore, became the absolute, dominant power in the region. Powerful enough that after the high losses after the events of FO3, the Brotherhood emerges amazingly strong with some rebuilding. Think about all the things the Brotherhood does in FO4 compared to anywhere before in the franchise, even FO3. A mobile airbase. Abundant patrols. Vertibirds galore. The Brotherhood also talks some crap about taking in Wastelanders into their ranks but that is how they've expanded Post-FO3. Hell, Maxson even made amends with the Outcasts and these hardened veterans were brought back into the fold. Nothing else comes close to that on the East Coast. The only catch is that the Brotherhood doesn't seem to be in the mood for establishing government, at least not in the Commonwealth. My guess is that the Brotherhood coming out tops will be the "canon route" because, y'know, the franchise and the BOS are closely intertwined. I also predict that with the Institute's collapse, the resurgence of the Minutemen, the seeds will be sown for a newborn NCR-like entity on the East Coast. Where the East Coast Brotherhood falls in line with that would be an interesting story. Because they can draw from history with what happened with the West Coast BOS and the NCR. Unlike the West Coast BOS, the East Coast branch of the organization had gotten large and powerful. Unlike the Weast Coast BOS, the East Coast branch is very proactive and has the military power to do so.
  12. It also does not help that settlements I have setup are infiltrated by Synths and are also attacked by Synths. From outside the walls by Gen 1's and 2's, and from within by Gen 3's. Including all the horrible things that the Institute has done in the Commonwealth even before your character's emergence from Vault 111, the organization had a lot to answer for. When I got inside their base and peeled back the onion layers, to include Virgil's quest, I had seen enough. There was only one possible answer and the Institute needed to be wiped out for good. I can live with Preston's bitching about me killing EVERYONE there, even the little Synth that tried to pass himself off as my character's son (when he vehemently denied my character as his mother upon meeting her). The Commonwealth was better off with the Institute's destruction. When I decided for the Brotherhood of Steel to go in and wipe them out, it was justice being served. All that technology, all that know-how in the Institute, dedicated to making life a nightmare above ground. Of course there was only one possible outcome in my eyes for the Institute.
  13. Buying a physical copy of a game doesn't give you everything you need to play the game from discs anymore without an internet connection. Man, that has not been mainstream in PC for many years now, especially for big name titles. I wish it wasn't so, especially being forced to use extra software to just play a damn game that I legally bought. Hell, PC game sections in stores now are practically extinct also.
  14. A request for enabling T-51 Power Armor to have the Brotherhood of Steel material/finishes. T-51 was the first Power Armor shown in the franchise and it was used by the BOS in FO1.
  15. LOL, saying FO4's map is "empty" is a straight up lie. There's tons of things to find out there. Pick your part of the map. There's bound to be little things to find, places to enter, whether it was related to a quest you were pursuing or not. What happened with me was a Bethesda tradition: I was working on the main quest but got sidetracked into so many different things that interested me. Whether it was a side quest that I decided to pursue, or some location I discovered that warranted exploration. There's also the locales that do not get the benefit of a POI marker. There are LOTS of places to check out in the game, and some of the best designed locations Bethesda has done since Morrowind. The map of course doesn't scroll out far enough to show the entire overall map, so what you're seeing is just a part of the game world. Again, lots of places to check out and you still are rewarded for exploring the unbeaten path. I'm pretty damn sure there's locales I have yet to discover with my Lv90-ish character. Crafting/Modification is half-assed? How the hell can you say that straight up lie? Equipment Modification, Upgrading was never possible in *any* Bethesda RPG the way FO4 has extensively done it. You can take an item and drastically change its behavior, stats, including game model. You can take a weapon that was once a semi-automatic, short-barreled weapon with no stock into a longer barreled, fully automatic, full stock weapon, and every configuration in between. Not only that, whatever you decide, your weapon will look different ingame. You can take different armors / power armor and have different mods on them to reinforce a certain gameplay aspect that you want. No TES game has had anything like that before. No FO game has had anything like that before, even when Interplay published the FO games in the 1990's. It even goes WAY above and beyond what modders have tried hard to do even in FO3 and FONV. In FO1-FO3, when you got your Combat Armor, you got your Combat Armor. The stats were fixed and there was no customization. When you got your Laser Rifle, you got your Laser Rifle. The stats were fixed and there was no customization. FONV? Obsidian tried to take up the weapon kit idea that modders tried for FO3 but they clearly ran out of time on it because it was so limited and barely anything could be modded. Then you got FO4... Which basically achieved what mod teams and Obsidian tried to do for weapons, and took it even further. Edit: Weapon Modders really have their work cut out for them in FO4. If they want their weapons to take up the full functions, customization possible in FO4, they have to play with lots more stats and have game models that can sensibly be mixed and matched in a large variety of ways and not look like total crap. The weapon mod/upgrade system is so well done in FO4 that the very idea of a weapon that doesn't change in appearance no matter what kinds of stats I alter due to parts I put in, just seems so... bland.
  16. Considering how high it is and I can't even get my late game Combat Armor to even approach those values, yes it is
  17. Considering that without Power Armor, your defenses are in layers. The armor and whatever you're wearing underneath. I felt the best was a modified Vault Suit and my character wore hers for ages and ages until I simply got tired. But this aspect I didn't know before opens things up quite a bit. Ballistic Weave clothing with stuff like Metal, Combat Armor at the high end seems strong indeed, and you won't have to worry about Fusion Cores, etc.
  18. When I rolled my first character, I played her under Normal to get the feel of the game. But once I developed her a bit more, she starts steamrolling everything. Every combat zone was a mere reflex exercise with no sense of danger. So the difficulty was pumped up to Survival but I think I did it too late since she's now very well developed. Still, there were occasions when some Legendary enemies surprised the hell out of me and got me.
  19. I know the issue has come up in many a player's mind about having more visual variety yet in what their character looks like without compromising combat performance. I was browsing around Kotaku and came across an interesting page. The Legendaries part of that page we should be aware of in general already. But apparently going a bit further with the
  20. Bethesda losing their sense of humor? I think not. Once I was closing to the end of the story arc, it really becomes interesting that I wanted to see it come to its conclusion. I was NOT disappointed: I wasn't disappointed and I had a huge grin when I hit the switch. The idea of it is so over the top. I also had this theme going in the back of my mind.
  21. Macready's perk? Yes, yes it is
  22. For more developed characters: If you maxed relations with Macready, his perk greatly increases your chances for Headshots in VATS. 95% is a regular thing. Screw Feral Ghoul immobilization, go for the head. If you're using a pistol and you have the Action Points, you can use VATS and systematically clear lots out with well planted headshots. Pistols use less Action Points than Rifles and such. On the extreme end, if you're a Pistol slinging character, whether via semi-auto/revolver style with Gunslinger, or Autopistol style with Commando, have Gun Fu, have Macready's headshot oriented perk...
  23. Any weapon with the right mods and the right perk, especially a maxed out perk, is OP as f*** at Normal. Unless you're facing Legendaries, you can Sneak Attack and 1 shot anything with anything once your character is specced and equipped for it. Even then, you can sometimes get away and 1-shot snipe a Legendary on Normal. A Tommy Gun / SMG with the best mods and Full Commando Perk is a wall of lead that cuts everything down and has a terrific 100-rd magazine. I dare stuff to try to rush me. Edit: Actually, by the time you're getting the Gauss Rifle, your character should be very well developed, very well equipped with decent ammo. Unless you're purposefully gimping yourself, at this stage of the game on Normal, you can sleepwalk through everything.
  24. Alright so the graphics card can have something to do with it. Thanks! Unfortunately I only have a PCI 2 slot to work with. If you have any suggestions for a good PCI 2 graphics card I'd love to hear it lol. I actually wouldn't mind replacing the one I have now, it's loud af. I would recommend just thinking about building or buying a newer machine if money is of no object to you. If you're restricted on cash from what I've read a 3.0 card will work in a 2.0 slot granted the information I read was back in 2012 when they mention when Ivy Bridge didn't even come out yet. My old PC I recently replaced has an Ivy Bridge CPU. Regardless, a GTX 760 likely would be a solid performance boost for you in all aspects. Again, I really just recommend starting from scratch and building a more modern machine. The PCI 3.0 card will work on 2.0. I very recently went to GTX 970 (3.0) from my old AMD Radeon HD 6870 and my motherboard was PCI 2.0.
  25. Or a shotgun to the head.Might be effective at normal difficulty, but on survival always go for the legs. I only whish i had a ghoul slaying 10mm for exactly this purpose. An explosive one would be even better. You don't even need to hit the legs. Crazy good on ghouls. Explosive weapons can be very dangerous to you if the enemy is on you already. I found that out when I had a TOTALLY AWESOME SMG with that, "Spray 'N Pray" since the Explosions it causes also can hurt you.
