Turns out the issue I was having was that I wasn't using the latest version of Place Everywhere. Usually, when starting the game with F4SE, I get a warning pop up if any mods that use F4SE are not up to date, but I didn't get a warning at all. Either way the problem is fixed for me.

I started a new game with everything except Start Me Up disabled (to save time), but still couldn't build anything. So my guess is it either has something to do with F4SE, or more likely the Fallout 4 updated itself. Yay, new Bethesda feature lol.

So, long story short. I suck at doing pretty much anything regarding mods besides using NMM and LOOT. I've tried to install the Luxurious Seduction armor mod into my Skyrim SE manually to no avail. I'm just putting this out there to anyone on the forum that could port this wonderful armor mod to Skyrim SE. Anyone? Thank you.
