What do you use for making mods?

Thanks a ton. -
So I'm decently new to nexus mods, started using it properly when FO4 came out. I've been wanting to get into modding for a long time now and seeing how FO4 came out, I think now is the best time. I know the creation kit isn't coming out till April from what I heard (in my opinion it's because the "automatron" dlc could easily be made with the creation kit.) and I hear that people are using TES5 edit? Don't know if my knowledge is correct about the TES5 edit, but my real question here is, what does modding require? The people that make some of the great mods like the recently added Dogmeat's backpack, the modeling in my opinion I could do, but I'm terrible when it comes to art, so the textures would be a problem for me, so should I just not bother trying? Is there any pro's out there that can help me out with this? So again my questions : What programs would I need to learn to use? If I'm bad at art should I not bother doing it because the textures would be terrible? And does programming come into this anywhere? I know some basic's when it comes to python and vb.net. Any help is much appreciated. Thanks.
