SSE Can you create a mod that changes Surival Mode's Race passives?

Kraddo posted a topic in Skyrim's Creation Kit and Modders

I've seen mods that change races' passives but haven't seen any that change the Survival Mode passives like resistance to cold, hunger, fatigue, etc. Is it possible to edit these with a mod or are they stuck like that?
