I would imagine that if 80 people all get together at the same time to downrate a mod, it's going to be noticed and investigated. Active moderation (which FO3Nexus has in spades) is all that's needed for gangs of trash raters. That depends on how the system works. Sure if it's a simple +1/-1 system, you can end with people who have -80 or whatever. However, Amazon.com uses a review scale that simply says x out of y people liked this, which tells you that a mod might not be liked by EVERYONE, but it's liked by at least x people. When you disallow people from saying "No, I don't like this mod." All you end out with is a whole bunch of "Great mod buddy!" which only tells people that said mod is great. If the mod IS great, then hey, no harm no foul. If not, then we run into problems. Adding that thumbs down button changes things from "100 people liked this!" to "100 people out of 150 liked this!", which is a significant difference in what you know about the mod.

If a "ok" mod receives a 10, then it's not a good system. Imagine if nearly every movie you heard about got 5 stars from pretty much every critic, and 4 stars from the rest. Would you be able to trust critics at all? Heck, lets put that analogy into a comparison. On FO3Nexus, almost 3000 mods (out of roughly 5300) have ranks from 9 to 10. On IMDB, the Top 250 (I'm not sure how many movies are listed on IMDB, but it's a safe bet that there's probably more than 5000) go from 8 to 9.1. Now, I'll admit, the listing I was using for the Nexus isn't necessarily the best comparison, considering it's listing mods with a single 10 vote in sorting by rating, so lets up the ante a bit. The Top 50 mods on this site have ratings from 9.92 to 9.81. 1/10th of a point difference. Again, the top 250 movies on IMDB go from 9.1 to 8.0. A difference of a full point more.

Yes there can. If you start a site that has several thousand members, you can do it too. He could make the front page pink with unicorns and fairies all over it if he wanted (Please don't.), because it's his site, and he's not beholden to anyone else. Considering he's the one paying to keep the site up, yeah. This isn't the U.S.A. This is Dark0ne's website. Or to put it another, more easily understandable way- This is his house, you don't get to tell him what beer to he has keep in the fridge or who sleeps on his couch. Then emigrate. :)

The Cadeuceus is something that's more attached to modern medicine. Being as the Plague doctor is a decidedly old style, it wouldn't work well on it. (Especially when you factor in that modern doctors who would have it on their clothing would be wearing gas masks (or somesuch) and environmental suits.). If it's part of a faction, then yes, give him a symbol (Probably just a big red cross would be fine really). If you do it as a one-off in the Museum of History or whatevah, then no symbol necessary. The Plague Doctor symbol was a man with bird face, which is practically the outfit shape, the red cross as medicine symbol is also recent International Red Cross was founded in 1862 That's why if you were going to make the Plague Doctor part of a faction, you'd use the red cross rather than a caduceus (presumably you'd have other people not dressed as Plague Doctors in that faction too. If not, then no symbol needed at all, since the outfit is iconic on its own.). It's easier for your average guy in a post-apocalyptic wasteland to make. Whereas if it's one-off, and not a faction, then you can just let it stand on its own.

Actually, he was referring to the Ghoul Mask... Ledoux's quest isn't part of his broadcast, but the is. I never wore the ghoul mask even once. The mask I mentioned however, was pretty much constantly on, as I am a VATS machine.
