Just tried it myself, works great. If you don't have a headset or microphone, I don't know what can be done. It was underlined just to highlight it. :P EDIT: I might found a solution where you trick the computer to think you have a mic connected.

Try to change "if button == 1" to "if button == 0" It starts at 0 in MessageBoxes

Plug in a headset (or a microphone, doesn't matter) into the MICROPHONE slot.

Alright. If you don't have a decompression tool like Winrar or 7-Zip, you should download and install 7-Zip here. (Direct download link.) Then download the .dll (which should come in a .zip file.) here. (Click the "Or you can Download binkw32.dll here" link which is the smaller link under the big one.) After the .dll download is complete, navigate to the folder where you downloaded the .zip file, and right click it, and select "7-Zip" -> "Extract Here". Now you should see the binkw32.dll file, Copy/Cut this into "C:\Program Files\Steam\SteamApps\common\fallout new vegas"
