If you are familiar with xedit, might try loading up your mods, and see which ones affect sanctuary......
I "Know" how to use it In THEORY, Like I said I can clean the masterfiles go into the nitty gritty parts and remove things manually But this may be out of my depth I'll give it a little look see if I can find anything but honestly I'm not sure what to look for outside of things that just mention "Sanctuary"
Edit : In The meantime using my best guesses I have come up with a list of Potentially Hazardous mods that theoretically could have a problem in sanctuary simply based on deduction of what Mods may or may not have Assets in Sanctuary.

Maybe the quieter settlements mods?
Might experiment a bit, and see if it is indeed sanctuary that is giving you fits, settlements in general, or, is it just a random crash. Abernathy Farm isn't too far away, try heading there, and see if you crash there as well.
I headed to Abernanthy Farm as you suggested, got there in one piece combat all working nicely and smoothly no issues there , Didn't crash there at all
Fast travelled back to the vault ; Headed into sanctuary - and Instantly crashed at the exact same spot the Entrance just across the Bridge - So its definitely something related to sanctuary (Have no removed The Quieter settlement mods)

I would slowly over time replace most of the Institute Humans with Gen 3 (and maybe even Gen 4 when those are a thing!) Synths, and inter-grate them into society to aid in humanity's recovery.
All whilst removing the bad parts of the Institute since after all, The Tech,Knowledge of the Institute is perfect and great its just they're methodology.

Theres also evidence that the Institute has actual Cameras around the wasteland in the positions of the Crows

Damn I didn't know this was even possible.
Sometimes when i play the game with mods and go for first time to Far Harbor, when the boat arrive there, i like to go away from those 2 people, because i think is boring to speak and apologize why i am there.
But if you also do this, prepare to have real problem to get the 2 of 4 settlements of the game -Visitors center and Echo lake lumber. The conversation with doctor to send you to do the captain's danse, never complete, so you never can start the quest with Visitors settlement and after that, the other quest about Echo lake lumber.
i don't know if this is a problem, cause, because i use mods or the game don't allow to do stuff, wherever i like.
So, if other fallout 4 users have this problem and want to speak about it, do it and help the new players of the game. That's all. Thanks.

Cleaned your Masterfiles? A simple usually well known trick but just on the off chance you didn't - and yeah sadly BGS games are..well yeah great story telling but awfully interesting bugs.

So I've not modded Fallout 4 in awhile but I've still of course remembered the basics, Clean the Master files using F4Edit,Check all others with LOOT, Compatibility all such as that and for some reason I am still experiencing crashing to desktop when I enter Sanctuary , now I don't know if its BECAUSE of entering sanctuary or if its because of it randomly crashing It may be a coincidence upon entering sanctuary. Relatively speaking I have not got "Too many" Mods installed (Personally in my opinion.. although that opinion may be skewed due to how much I've modded Skyrim in the past!)
Whilst I Could in theory go through each mod that would take up a valuable amount of time sadly LOOT has nothing to offer in terms of information, Nor am I finding anything elsewhere about what could be causing the problem so I'd appreciate somebody with some decent experience in figuring this out.

Welp it has crashed again, I am not going to be able to find a fix for this so I may just give up and reinstall at some point.

Clean out orphaned scripts. Leave the rest, see how it goes. I removed unattached instances, and elements, didn't touch the rest. (I think the first one got the scripts.)
Seemingly my game is not crashing anymore, I believe this has fixed it! Thank you! (Took some time to figure out how to use the Tool but, should be useful in the future for other Bethesda games!)
That is AWESOME! My game seems to be MUCH more stable since as well. Down around Quincy, I was crashing about every five minutes. After cleaning, I was able to go thru the whole place, and play for several more hours, without a crash. Played till I exited the game normally. :D
Its crazy the things that will fix a Bethesda Game :laugh:

Yep, FallRim tools. I used it to clear orphaned scripts (and it found 11 of them.....), a couple of the other things under the cleaning menu, and 99% of my game crashes went away.
Might I ask which options you used?
There are quite a few and I do not wish to accidentally break my Game.

Have you tried "ReSaver", to clean up your save game? Worked great for me. (cleaned out orphaned scripts, and various other things.)
I have not (FallrimTools correct?)
I am not familiar with how to use it either.
Though Judging by what the Nexus page says, its suggested not to delete unattached instances in Fallout 4 due to the fact that is how the game runs usually.

have tried this, it Does GREATLY improve FPS, but doesn't outright fix crashing from other issues sadly, which I've at this point diagnosed its definitely not FPS related.

Edit : I crashed after around 27 Minutes of Playing (Crashed as I exited the Station where you rescue Nick.) Makes me think its not FPS related.
Then my next suggestion would be to start a new game save, go to the area where you are having fps drop/ctd. If you are able to move around fine with the new game save then your old save may have some scripts that are conflicting that may be causing the crash. If the new save game also has the fps drop/ctd, then it maybe more likely that a mod is causing the issue. Note: this is kinda of a theory that I go off of myself that typically works for me for whenever I have a ctd in a area and I try to resolve it. I can't say it will help you but it is a possibility.
My other suggestion is to try troubleshooting and disabling one or a few .esp's at a time and reloading the game each time you disable a .esp and see if that works. Though doing this can be very time consuming, but could work. If you try this method I would suggest starting with the heavy mods first, then go to the less stressful mods
So Far, War of the Commonwealth is Surprisingly not the problem, As I just had a Crash during the Skinny Shootout after disabling it (tried re-enabling but same issue.)
I'm honestly not quite sure What mods could be causing an issue.
Edit ; I have read that people with Unlocked CPU's (Such as mine) Have issues with Fallout 4, Perhaps this could be the problem?

hardware is ok but it depends also on the resolution you play. 1080p should be no problem. 2k or even 3 or 4k with ultra settings may cause low framerates depending on your ini settings. 16 gb ram is the minimum you need with ultra settings. if you encounter stutter avoid to run any win process not needed to save ram or reduce graphics details or upgrade to 32gb ram to be save. you can check ram utilization with task manager in background and vram usage with nvidia inspector
Good shout on the Vram checks I forget about that often! Running at 1080p So highly doubt thats the issue. I also turned down some Settings in the ini file in an attempt to preserve some framerate.
My Ram however is performing quite well all things considered (70% which is around what I Expected.)
I religiously check my GPU Drivers for updates so also as it should be.
CPU hits around 34% (Naturally not being used as much as GPU)
Vram in use is around 5gb, Whilst testing to see the issues (AFTER installing the FPS related mods that Jables mentioned) I received what appeared to be an FPS Related CTD, however instead of CTD it froze and then unfroze and I was able to continue playing. I'll see if this has completely fixed the problem or not but if it has that will be quite good since easy fix.
Will update once I've tested some more.
(Note ; I have not currently yet removed War of the Commonwealth,and whilst playing a WoTC event happened My FPS around that time went from 80fps in the Boston Downtown area To 50-60fps which was Granted a decent Drop however it was Stable.)

From a video i watched by JuiceHead, he said the BostonFPSFixAIO kinda works but not completely. video near url time here: https://youtu.be/nFf2kRXQmdM?t=753 You can try disabling that and see if that does anything.
I didn't see any, add more npcs combat mods in your mod list, though if you do have one that could also be the culprit. If you haven't downloaded the High FPS Physics Fix (https://www.nexusmods.com/fallout4/mods/44798) that could help with your frames as well.
I Do have War of The Commonwealth, could that be the issue perhaps? also I will try that!

i5 9th Gen
2060s RTX , 16gb 3200mhz DDR4.
All of which with Optimised cooling setup of course.
..(I knew I forgot to list something..hardware specs..always the hardware specs.)
Might also be worth knowing that I have an Unlocked CPU, so Overclock-able etc, Whilst I doubt that would cause an issue this is a Bethesda game.

If you want "simple": stick with vanilla.
There are a number of "key issues" involved in getting stability and performance from a "modded" game. Lots of little steps that have to be taken. "Load Order" is just one. "Install Order" is another. Choice and number of mods is another. Compatibility of mods is yet another. Record level conflict resolution is not optional if you want to use more than one mod that touches the same record, and you can only tell that by looking at the internals of the mods in question (i.e. in FNVEdit) unless the mod is adding something that doesn't exist in the vanilla game. Overhauls such as "Solid Project", "Project Nevada", "Adam", and FCO definitely do. It is complicated. But it's all actually easy enough when you break it down to it's individual component steps. Does take time and learning how to do so; and you can't be lazy and only do "close enough".
Please see the wiki "Bashed Patch file with Marked Mergeables" article. That covers the minimal steps needed to create a "Bash Patch" file. (My apologies: I should have mentioned that article in my earlier reply.)
The very basics are laid out in the wiki "FNV General Mod Use Advice" article. Every single thing pointed out there is important. That document grew out of my initial research into how everyone before me had reported on how to get a stable game installed. My only advantage was years of experience telling me how important it was to perform that initial research. I then spent more than a week following and documenting that "step-by-step" procedure to build a game that was rock solid from day one. (Not that there weren't problems. Just that they were immediately noticed and fixable before "serious play" began.)
The wiki "Fallout NV Mod Conflict Troubleshooting" guide grew out of gathering individual problems and solutions from all over the internet and compiling them in a single place as a wiki article. Other than the "checklist" at the beginning, it's based around "symptoms" and solutions. Sometimes you have to creatively "read between the lines" on the symptoms to find the correct "Issue:".
Other articles in the wiki cover specific issues that require more in-depth discussion to understand and implement. They are generally complex subjects. They can only be simplified so much. They can easily require multiple readings and referencing to them in order to comprehend the subject matter. Perhaps someone else can make them more "understandable". They are welcome to try (that's why it's in a wiki), but "they" are going to have to make the effort. I've done what I can, and I do update them as I learn new things or refine the information.
You say you are crashing more quickly now. What changes did you implement? If it was just sorting, let's see your current sorted load order. when are you crashing? (What circumstances or timing?)
Scrolling back to look at your initial list of mods, I noticed that you are using both the "Discord Overlay + Nivida Overlay". Overlays in general (even Steam's) are a bad idea with this game. Try with them disabled.

Honestly all that WyreFlash talk just sounds like gibberish to me, I can build PC's I can modify them .I can do some basic coding and scripting, But all of Bethesda's games are BROKEN to begin with, The wiki articles are a Mess and give no understandable directions.

I dont quite understand the " Merge Patch Files" I've never understood those.
First of all there are several similar terms which are used with distinctly different meanings. These add greatly to the confusion unless you take the time to learn the distinctions. They are covered in depth in the "Terminology" section of the wiki "Merged Plugin Guidelines for Personal Use" article. (That article is primarily about a completely different process: building "merged plugin files" in order to reduce the number of "active" plugins in your "load order". That process does NOT resolve record level conflicts. The two results can work together.)
In short a "Merge Patch" resolves record level conflicts. By default the game resolves record conflicts by ignoring all previous plugins (completely; even records not in conflict) in favor of the last loading plugin with any record in conflict. (This is the "Rule of One" method of determining the conflict "winner".) As an example: Your "FCO - Russell" plugin (at the bottom of our "load order") is going to "win" over every other FCO plugin that touches on any record it does, and those plugins might as well not be installed as a consequence. This is also why "sort order" is important: it determines which plugin is going to be "last" and thus "the winner". The "Merge Patch" file resolves the conflicts between individual records so the rest of the plugin's records can still be used as well. This makes it a highly desirable (IMO: essential) solution.
The easiest way to create a "Merge Patch" file is with "Wrye Flash" (which calls it a "Bash Patch" file). It uses an algorithm and "bash tags" provided by the mod authors in their mod headers. (My "Bash Patch" (BP) handles 11,000 records for me.) The alternative is to manually create your own patch file. It's primary advantage is you know exactly which conflicting records are going to be the "winner". The drawback is you need to rebuild the patch file every time you change your "load order". (I'm doing this constantly as I test mods, which is why careful attention to mod purpose and sort order along with the BP is "good enough" for me.) Please see the 'Merge Patch File' section of the wiki "FNV General Mod Use Advice" article which covers both approaches to the process.

So in terms of : Stability and performance and run time.
Load Order is the key issue ,and LOOT is good for that so in theory if I just use loot? Because that WyreFlash makes no sense to me.
I've sorted the order several times. Double checked updates etc.. But now it crashes a lot quicker. Installed nothing new either. The Wiki pages are fairly.. Complicated also..

Thanks. That info tells us that hardware-wise you should be fine. Though you might want to bear in mind that this is an old game and it will only make use of up to two of your CPU Cores. It doesn't really take advantage of multi-threading, so you are essentially running on a single core at the native clock speed. (That clock speed is part of the motherboard build, found where you got the "i5 Intel Core 4 Cores" info, and there is no such thing as a "standard speed"; only a "native" or "overclocked" one. Just something to add to that collection of info next time.) But that is not your current problem: which appears to possibly be with your video adapter.
The game only really knows about your video card from the Win10 OS. It should not need to be faked into thinking you have an older card unless the video driver you are using is incompatible. But that is a rathole down which you may not care to burrow, so as I said "If you are happy with the results of tricking the game into thinking you have a different (generally older) nVidia card, then go for it." Otherwise you are going to have to get into video card settings and testing drivers. (The latest and greatest generation of drivers often are not tested against older games. Backwards compatibility is not guaranteed.)
The most obvious issue with your "load order" is using both YUP and MMUE. Please see the 'Towards Game Stability' section of the wiki "FNV General Mod Use Advice" article. You really need to use a "Merge Patch File" with that collection of mods. Please see the 'Third Rule: The Rule of One' and 'Merge Patch File' sections of the wiki "FNV General Mod Use Advice" article.
Did you apply any of the "Heap size" or other fixes in the 'Solutions to "Crash To Desktop" (CTD) problems' section?
The game has "memory leaks". Getting 2-3 hours before a CTD is pretty good. You might want to try using the tool "CleanMem", which periodically (you can set the interval; default is every 15 minutes) tells the OS to perform it's built-in "clean up" of memory. It has a "mini-monitor" that tracks memory usage. Doesn't seem to hurt and might help.

Alright I've removed MMUE * Decided by the fact YUP has more bug fixing features, for stability. * As for graphics drivers, the version its on does'nt support older games. Which is of course why I have to use a different .dll As for that program I'll test her out.

Please see 'Solutions to "Crash To Desktop" (CTD) problems' section in the wiki "Fallout NV Mod Conflict Troubleshooting" guide.
If you are happy with the results of tricking the game into thinking you have a different (generally older) nVidia card, then go for it. Otherwise, consider "Cause-3" under the 'Issue: Vanilla game CTDs on startup' section of that same guide.
All of these are "shots in the dark" as you've only provided us with symptoms and no actual data to work from. Please provide ALL the information requested in the wiki "How to ask for help" article if you need more help. Don't forget to identify things that do not appear in the "load order", such as NVSE and it's related plugins, texture replacements (specifically their larger image sizes: 1024x1024, etc.), and "post-processors" like ENB or SweetFX.

Cooling wise, Theres 6 fans all of which blowing in optimal directions.

Crashing To Desktop Upon Getting to Sanctuary

So after some Rigerous Hour of testing and uninstalling,fixing,patching
The issue turned out to be an FPS related Mod which is surprising as it was meant to be a Fix not a buggy mess which causes crashing at Sanctuary : Thank you for all your help I could not have done it without your suggestion of using F4Edit to look for Sanctuary related queries.
