There are many mods that attempt to improve the aesthetics of whiterun, some of them add a few things here and there like JK's whiterun, others simply focus on adding better textures like Illustrious whiterun. I was extremely surprised to find out there is not a single mod that changes the design of the walls themselves (not the texture). In my opinion the walls look really ugly and no amount of HD textures will change that. My first ES game was oblivion, all the cities look really beautiful from an aesthetic POW even if it's a bit unrealistic, that's something that skyrim severely lacks.
