it may be a little late to argue this - but there is actually a lore friendly fox-like race that once existed in black marsh, although we know next to nothing about them other then they were called the Lilmothiit :http://www.uesp.net/wiki/Lore:Lilmothiit

Basically there is an armor mod i used to love for Oblivion called the tdas armoury beta - the author, as far as i can tell, is not modding anymore but i would love for someone to convert the mod to one usable in Skyrim or (if at all possible) make an armor set like the ones available (specifically the neutral Armour set).
