Can viruses be concealed in none .exe files?

What makes a game moddable? For instance GTA5 and RDR2 have several trainers that allow significant control over game play, why? Other games have no such trainers but have many other mods. Is it because of the game engine or have people just decided not to make trainers for some games. Sorry if this is a vague question that misunderstands basic modding knowledge, but I really don't know enough to figure it out. Thanks.

There are several trainers here on nexus that allow you to do such a thing. Rampage trainer is a fine one. It's really not difficult to instal, just a few drag and drop actions into the game folder.

In GTA5 freeze weather does just that, but in RDR2 it doesn't work. The weather simply changes back to random after a few minutes of whatever weather you selected. Every trainer I've tried does this. What is different about the weather mechanics in RDR2 that worked in GTA5?
