Set the game's resolution down to 1024*768. Big resolutions don't work on fallout. Install the latest driver possible. Check nvidia control panel and see what it has set on refresh rate (somewhere it will say whether it uses application to decide or if control panel will override it. Based on this, pick the refresh rate either in fallout or in the control panel.)

Asian games are weird. Period.

Also, lower your refresh rate to 60-75, you might be too high.

I've looked around the mods a bit, and played around a good deal. What really interests me is the people who take roleplaying so seriously they immerse their character in a certain lore or add mods with related quests/needs to eat/drink/etc(if they fit right). I'll link pictures to describe what I'm talking about. My real issue is I'm not the creative type, so I was wondering if someone could throw together a mod or mod list/RP scenario I could use to try it out some. Thanks.
