I don't know how possible it would be to remove the one time skill use (manipulation, etc.) on NPCs? I think it would improve the viability of social skills if we could use them more than once on the same person, or different commands on the same people, ie; instigate a few pirates and then use diplomacy when they're done killing their friends. Might be fun but I don't know the viability of removing that limitation from the game.
