I wish I had the solution, but just wanted to state that I have the same issue that you do. I have also tried console commands to no avail. I noticed that the setstage doesn't change the player.sqs tgleadership output either. I have also tried setobjectivecomplete and that does not work. Checking the prior quests (just to make sure the special quests didn't bork) revealed that all the special quests finished properly (according to player.sqs). So anyway, I am in the same boat that you are. I will keep searching too and let you know if I find anything.
