There is a possibility steam is facing any server side issue so, try re-launching XCOM 2 from the steam, but if still the XCOM 2 mods are not working then delete XCOM 2 Document Files, but avoid deleting the document files completely, instead of this just cut and paste them into some other folder. Documents\Games\XCOM 2\XCOMGAME\config folder Hope after deleting the games files you are all set to play games without seeing the error the XCOM 2 mods not working problem.
