Just wanted to post to say I figured it out. Setting the parameter value for "RepairKitItemHealthBestLimit" to 0 does the trick.

Thanks I'll fiddle with those and see I can get anything working.

Does the dll show the default values at all?

It seems that even at level 20 maintenance that the repair kits (both sizes) can only repair items that still have around 60%+ durability. I looked through the files and I can't find a way to change it so if anyone knows what files to look at or can make a mod that changes it I would be rather grateful.

I'm having the same problem. I rather liked having the empty displayed and the little notification of my karma dropping. I think it has to do with nVamp - xfo. Since there are parts in the xfo pack that remove the messages. Those parts aren't installed but that's my best guess.
