You could always try something like ECO Redux (https://www.nexusmods.com/fallout4/mods/67679). That one let's you craft almost any vanilla armor and clothing item. It also comes with mobile crafting stations, in case you need to equip a companion or a settler in the middle of nowhere. However, you will still need to modify each piece individually, but it's probably less annoying than using the console.
