I have the same issue and I wonder why nobody has responded yet...

Personally, I think it would be great just to have a modded settlement set up so I can build anywhere on the map. Probably would ruin the immersion, and quite possibly break the game, but it sounds fun and I figured I'd stick the idea here in case anyone agrees.
