So they could still just lock the post tab/thread instead? So these changes only prevents them from disabling the tab entirely. I thought it would also prevent them from locking it.

Maybe you previously had mods installed that makes changes to vanilla menus (such as Unlocked Settlement Objects (USO) or Workshop Rearranged). If you know of any other mods that need an SMM patch, let me know. Maybe I could make one and add it to my Settlement Menu Manager Patches (SMM) mod.

Try logging out and then logging in again. This fixed it for me when I changed my username recently.

If someone comments on these mods to warn others, couldn't the one who uploaded the mod still just immediately remove the comment and ban/block the commenter instead?

I have 5 mods (one is currently hidden because I'm making some changes to it). My 240 SMM patches is a patch hub mod, not a mod collection (it had 3 patches when I first uploaded it in 2023). I have updated my 5 mods 62 times and added more to them after I first uploaded them. I'm getting less now than I did before. Also, I didn't say you were abusing the system.

The reason for crashing at start-up could be that a mod you have installed is missing a master. You might also have exceeded the BA2 archive limit. Make sure you don't have any script extender mods installed that only works with the NG update if you are on the old version of the game. You need version 0.6.23 of the script extender if you use the old game version. Not sure what else the reason could be. -

LIF_DisableInjectionOptions.esl is from an older version of Leveled Item Fixes (LIF). Looks like that plugin was removed in version 3.0.0 of the mod. -
It depends on how someone is asking for an update. If someone said, for example, "Update the mod NOW!!", then it will most likely be moderated. If they asked in a more polite way, for example, "Can you update the mod, please? Thanks", then I don't think it will be moderated (well, as long as you don't ask over and over again. That might be considered spamming). If someone else have already asked the author for an update, I wouldn't ask the author again (that could be annoying for an author). Also, keep in mind that it is sometimes impossible for an author to update or reply to comments (for example, if they are dead). Make sure you have installed the correct version of the mod that works with the game version you are playing. If you are playing the old version of Fallout 4, you need to select version 1.10.163 in the FOMOD installer. If you are playing the newest version, make sure to select 1.10.984.

Question about the Fallout 4 next-gen update and mods.

Some mods that were created after the update uses the new BA2 archive format. For these mods, you need to patch them to use old BA2 format (I think there are some mods that can do this) or you need to extract their archives and make them loose files if you want to use these mods with the old update. For Script Extender mods that have been updated, you need to make sure to download the correct version of these mods that were made for the version of the game that you are playing. For the old version that is 1.10.163. For newer versions it's 1.10.984. Some mods (High FPS Physics Fix, for example) have one main file for the old version and one for the new. Others (Place Everywhere, for example), you need to look under 'Old files' to find the version for older game versions.
