Sorry to say I can't help as I have no real working knowledge of the creation kit or how to use its more complex features. That said, have you tried getting in contact with other mod authors, such as Alexander J Velicky or Elijah Houck/Justin Hardin? While i'll bet they're pretty busy with their own work right now, they all have extensive experience in developing mods with big world spaces and would likely be able to at the very least give you some advice on where to start fixing the problem. It would at least be worth a shot. Sorry to hear this happened to your mod, I am really looking forward to it and I hope you can come up with a solution soon.
