Mine not only freezes but it cause the whole PC to be non responsive. is this a hardware error or a programming error?

I am interested in making my own Fallout New Vegas mod but i don't know how to do it. I have a story premise and the endgame but nothing on how to translate it to computer programing. Can anyone help?
