Well I fixed it by using LOOT. I was able to edit the meta data with LOOT and it actually did what I asked and loaded prydwenoverhaul after Crossbrotherhood recon. So it's working now but I can't sort with Vortex. I even tried to uninstall and reinstall Vortex before I went the LOOT route. But at least I have both mods installed and CambridgePD interior looks fine. Thanks again for all your help guys.
