Edit the fallout_default.ini in the directory the game lives in. It'll be in the same place as the falloutNV.exe file. This seems to be the file that steam uses to overwrite the ones in your My Games directory. Worked for me! Thanks! :D

I just started having this issue too! I hope someone finds a fix soon.... It's extremely irritating! :( EDIT: Just deleted local data through Steam and completely reinstalled. Still no luck....
