Instead of 2% and 5% can someone make Lesser runes 5% and greater runes 10%?

I really want to wear the Kaer Morhen armor through the game but have to stop around level 4 because as far as I know there is not enhanced, superior etc versions, so what Im thinking is how Kiera changed Geralts clothes, saying its like an illusion, would it be possible (probably not now but when the mod tools come out) to make a sorceress armor/weapon remodeler? To give an example im using the enhanced griffen armor, I would go to the remodeler and she could change the appearance to the Kaer Morhen armor but keep the higher stats of the Griffen armor.

Would it be possible to make all weapons/armor dropped or put into the inventory match your level? That way no level 30 diagrams when im level 6 and no god weapons breaking the game.
