You should post the complete relevant entries from your 'DefaultInput.ini' file (in a spoiler, please). From this we can't tell if you put it in the correct section ( [Engine.PlayerInput] or [XComGame.XComTacticalInput] ), and you must preserve spacing and punctuation.
