I am having this problem without an enb, what should i do?

Bump: I am running a gtx 770, i5, 16 gb of ram. Game is pretty heavily modded (77 or so), but nothing too crazy. No ENB. I manage the load order with Loot. It says I have some dirty files but no errors. I will post my mods and order as soon as I get home tonight. I have tried a few different console commands that turned up in a google search. I also tried deactivating mods that had to with lighting and weather. The only partial success I have had so far was the console command resetclimate which fixed it but when i hit ~ to get rid of the console window the glare/ glow came right back. I can't help but think the bug is related to the quest, i know there is one that crashes the game at that exact same moment in the quest... so maybe it could have something to do with that. I really appreciate any insight, this kind of thing will keep me up all night trying anything I can. I don't if this is related I am also having trouble getting my game to start in a window (which i read could be a fix), it freezes every time.

I had just done the comapanion quest when you perform the blood ritual. Transform into as werewolf, get shot, wake up naked with Aela. All normal. But when I woke up there was a crazy glare, like opening your eyes for the first time in bright sun. I thought this was part of the scene, but it never went alway. Indoors is ok, but outside is crazy, everything is glowing and washed out to white. Please help. I will post again with my relevant information later on, just wanted to start the conversation. I was going to begin with restarting the quest and see if going through the scene again resets the visual effect.
