I have this same bug, and it's really wonky. It seems to trigger when I fast travel to specific places, like Abernathy Farm. If I go from Abernathy Farm to Starlight Drive-In, the bug persists (Sanctuary shows incorrect numbers), but if I go back to Sanctuary, then to Starlight Drive-In, and *then* to Abernathy Farm, everything's great. I haven't tested other locations, yet. Bizarre.

As LoloPinky suggests, how about adding a filter akin to the "adult-only content" toggle? A drop-down menu with languages to select that would then be hidden by checking the appropriate box in individual users' respective account preferences. I don't know how difficult this would be to accomplish, but I can only imagine that it would be similar in structure to the adult content filter.
