NV has some serious sound issues throughout, if you have not experienced this consider yourself very fortunate. Most of the sound issues can be corrected with updated drivers, I know in my case, it fixed a great deal. As to the AP, there was a sound set for it done for FO3, by a British girl, the recording quality was horrible, but at least it worked. If you look into the AP versions for FO3, you should be able to find the sound set under optional downloads. I found it here with the title of "Female Voice Package" Animated Prostitution-WIP

The only way I see this as possible is to have all the same resources from FO3 exist in NV, and just glancing through it in the G.E.C.K I see a great deal of them still present. You would have to use the GECK to "build" these areas into a new *.esp resource, then you could play in those areas. I also see a great many "?" marks next to the FO3 resources, this I think means NV is not quite sure what to do with them.
