Had this same problem. You need to delete the TOC.bak file. If you don’t know how to, open steam. Right click spider man remastered, go to properties, go to local files, go to browse, click on asset_archive and find toc in BAK file type, NOT the regular file format. I’d advice having a back up file of the the toc bak file, meaning copying and pasting toc bak in a new folder in case you may need it in the future.(maybe not needed but just in case if anything happens) If that doesn’t work, you may need to also delete the mods and reinstall as well. Go to mods in the asset_archive folder(I’m assuming you have done it this way, if not, you have to find the mods folder for spider man remastered) and delete all the mods. Then just install them again using the SMPCTool. I installed my first mod yesterday so I’m very new but this should help. I got this advice from this simple message on reddit that i attached to this message when I had the same issue.
