Nope, literally nothing else running but Skyrim, aside from steam and windows processes.

[[EDIT] The solution: SPERG had it's masters in the wrong order, running Wrye Bash and re-organizing the masters fixed the issue. Video demonstrating the issue: http://youtu.be/cXKquTPbdhw NOTES: 1: It is NOT my graphics card, I ran Unigine Heaven on Ultra with 4xMSAA for 10 minutes and had no issues - Temperature was 65c - Framerate never dipped below 40 - No artifacts 2: This ONLY happens on Skyrim 3: It was NOT doing this earlier, and I have NOT changed ANYTHING since (No new mods, no new load order, nothing) 4: The white bar never moves, it's always in that exact location. It starts during the loading screen when I launch the game, it's on every loading screen, the menus, the inventory, and remains in the exact same place even when walking around 5: I'm not using ENB. In my experience with TES5Edit and LOOT TES5 cleaning DOES WORK. But LOOT might still say it's dirty because of how the mod is made. TES5 only cleans what it "knows" to be safe, it will still leave some "dirty" records around if they might be important. EDIT: This is in no way exactly how TES5Edit works, this is my interpretation, if you have any questions on exactly how it works ask the dev! Your game would've most likely been fine - uninstalling was a huge overreaction. If you removed Skyrim (To be sure it's fully removed delete it's folder if it still exists in C:\Program Files (x86)\Steam\SteamApps\Common) and reinstall it, it will be completely vanilla. The changes you would've made would be to your installed files, not the Steam files, which are untouchable by anyone except Skyrim devs and Valve themselves.

Yeah I'd say I have a problem. I had to use the 64MB file because the 512MB one was going to take way too long to download.
