I wasn't sure where to ask this... So this seemed like the best place. The title says it all really. Does anybody know a way to stop NPCs using equipment (custom weapons mainly) that I want specifically for my character? It kind of ruins the roleplaying when every other waster you run into has the same 'unique' gear that you have, because your backstory goes out the window.

I'm aware my reply is really late but I know for a fact people will still have a problem since I recently had trouble for days. Make sure your skyrim.esm is in 'C:\ProgramFiles\Steam\Steamapps\common\Skyrim\skse(latestversion)' along with the skse launcher. Delete second skyrim.esm from C:\Users\(username)\AppData\Local\Skyrim if present and make sure to save the updated file. I tried so many things and looked for help online but nothing worked. I could run the game but not with skse and any attemps to fix it caused a complete crash. Eventually I noticed there was no skyrim.esm in the skse.exe, and now it's running again with mods!

Not sure if this is the case but you may be going into the wrong folder, I know I did the first couple of times I looked for the Plugin.txt. Be sure to go into C>Users>(your user name)>Appdata>Local>Skyrim, the file is a text file named Plugin (not displayed as Plugin.txt). I was looking in the the program files first and it's not there but found it under User folder. My blade is yours. Lifesaver.
