so here is a pic of load order and all the plugins. number 1 which isnt visible is obviously skyrim.esm. the game and dlcs are cracked and the only overhaul i have is dbzoverhaul mod. the latest and the update is the reloaded 13 so i think the 1.9.32 something.which is also cracked btw.

I have a problem. Legate Quentin Cipius doesn't give me the civil war quest attack on whiterun. I have tried to find it but everyone says it's the cwo mod. But i don't have that mod so what could be causing this. Pls help asap.
