please anyone knows how to create esp file please make one !

i have been using VATS Tweak to increase distance and slower time for a while and i wanted to change to different setting. so according to the mod listed page, I had to just simply deactivate it and delete some bat file, after deleting them and try to install again, the mod did not ask me any option choices, it just kinda auto set it to same old previous settings. so, how do I delete a mod and reinstall it again properly? after deactivating em. if NMM now saves your mod configuration somehow, I would like to delete it. I tried to delete nexus mod cache in the same place(Just VATS Tweak, there were alot) where i save my mods and load.
