Similiar to the Mart mod from other Bethesda games, where likeminded groups would group together and clash with other groups, etc. on their own whether you're around or not. But with the twist that they can take over towns. The icons on the map would change color, perhaps, based on the faction that's running it (Imperial, Stormcloak, Foresworn, etc.) It could even get more complex than that, in that soldiers can submit and be taken prisoner by the other factions. It wouldn't just be towns, either. Forts, towers, etc. Anything of strategic significance. And each faction would be willing to do certain things. Foresworn take no prisoners, for example, and are willing to raid anything including orc camps. Where Imperials are trying to win hearts and minds so they take prisoners. etc. (which you could free). And each town, fort, tower, etc, would represent a spawn point of a certain level. So take over a village, you get a small spawn bonus that creates new soldier. A fort gives a larger bonus. Main strongholds, obviously, would give the highest spawn point and therefore be basically impossible for opposition to capture without you assisting in the raid. So based on random things, like what fort you did or didn't clear and when, would be a factor in who gets the upper hand. Every game would be different. I'm sure this is complicated as all hell and maybe impossible, I just think it would be a cool thing to make it feel like you're really in the middle of a constant conflict, which it doesn't feel like in the world as is. It could certainly break a few quests, but maybe forts inhabited by bandits or other quest targets or whatever only become targets for factions after they've been cleared. I think it'd be more interesting, though, if factions could move in and take your bounty if you don't act quickly enough. Idunno. Just an idea. If nothing else, I think the core of the idea, having factions spawn small armies on their own from control points and intelligently fight it out is probably doable.
