So how do I fix it?

Hey, I recently reinstalled New vegas after awhile of not playing, before i had this issue I was able to play it with no issues even with mods, now when ever i start it up in steam it goes to the black screen and a popup happens asking if i want to make changes to the computer I click yes then it pops right back to the launcher and the game doesnt start, note the game was working before and i have over 60 hours on this game

Ok so recently I reinstalled Obilvion, and it was working fine before I started adding mods, the first mod I atempted to install was the OCO2 mod in which I had to install the script extender and blockhead it worked with a charcter I made prior to installing the mods, but now the game wont even let me make a new charcter and I cant even use the cheat to fix my current one, I turned off all mods and that didnt even work, I am running windows 10.
