It seems the mod folder was in the right location, but the staging folder had defaulted again to an Appdata/roaming/vortex subfolder. Part of the headache was that the Vortex settings kept this info in different tabs.

Can we get Nexus Mod Manager back because with same irritating bugs persisting 5 years later I would rather use something that works.

The problem persists to this day. Vortex keeps, regardless of other settings drop its files on C:\Users\MYNAME\AppData\Roaming\Vortex\skyrimse\downloads Yes the game and the Vortex download folder are on a different drive but files still keep being dropped here which is more than a little annoying if you have a smallish SSD system drive and don't want its disc space occupied by game files that do not belong there.
