Maybe the spell effect could be like a shout effect, you dont need the hands, i would love the old dungeons and dragons bard, the jack of all trades but more mage like. They had a mod where you could cast spells holding weapons, what ever that guy did would work for destruction. The other spell schools might be fine, playing a spell to summon a monster or a healing spell. I would love to play a bard but you really cant in special edition. I hope this works out for you.
