It's ajd_morekhajiit_sse_pc.esp (Dominion's More Khajiit) I have since tested it without the mod and it works perfectly, after cross referencing the mods I had that would effect the inn with your guys shared list, it was the only mod that we all had.

Okay so I was playing a vanilla game and it occurred to me that there isn't any real penalty or handicap placed on soldiers under your command who come from countries that have withdrawn from the Xcom project. I was thinking ther could be some penalties like being unable to receive recruits from these countries (not sure if that is already built in or not), and either losing any troops you do have from those countries (i.e. if Germany withdraws I would lose any Germans in my barracks) or they take a large will reduction. Now I don't know if there is anything like this is in the Long War mod or other larger mods but I am fairly confident there isnt any smaller ones that do anything along these lines.
