  1. I know there is a pretty well known high king mod but it wasn't what I was looking for. I was really looking for a mod that would take your actions in the civil war into account and only let you become high king after the civil war was over. Also, I don't like how everything in the world after the main quest and the civil war becomes static. Here is the idea: If you side with Ulfric of course everyone assumes that he will become high king but Ulfric takes you aside and explains that he didn't start his rebellion for personal glory but only with the best interest of Skyrim and additionally the empire at heart. He explains that now that the Thalmor have some sort of control over the empire, the thalmor are watching to make sure the empire doesn't become strong again (like with Rome and Carthage). The only real way for the "empire" to rebuild its true strength is by keeping the thalmor out of the country. He continues that the most important thing that both Skyrim and the empire need at that moment is peace between themselves. That is why Ulfric asks that no one attack the legion HQ in DragonBridge. Ulfric doesn't want more imperial troops coming into skyrim in a second invasion so he needs the emperor to recognize skyrim's independence. However, he knows that the emperor will never recognize skyrim if Ulfric or any of "his" jarls are elected high king. Ulfric believes that the only person who could become high king that would be both acceptable to the jarls, the people, and the emperor is the Dragonborn. So then you ask him when the moot will meet and he will tell you that after the civil war all the jarls are too busy dealing with the aftermath in their holds to be able to meet. You will need to go and fix whatever problem exists for the jarl and then get them to say they will support you for high king in the moot. Being Thane isn't good enough. In Riften you will need to destroy the thieves guild, or at least get Maven put in jail by giving incriminating evidence to Lawgiver. In Windhelm you will need to improve conditions in the grey quarter. In Markarth you need to root out and destroy the cannibals. In Winterhold you need to rally everyone to stop complaining about the past and start actually rebuilding the city. When you finish you go back to Ulfric to set the time for the moot but he has one more job for you. You have to go kill the Thalmor ambassador, wipe out everyone at the embassy and destroy their base on the coast. Once you fix all the problems for the jarls they will meet and elect you high king. After that, whenever you enter a throne room the jarl will get up to give you a chance to sit in the throne and discuss things with you while you are in a position of power. IF you side with the imperials: There will never be a high king but Tullius will give you the new position of Inquisitor and tell you that he has heard a rumor that someone in a certain city is disloyal. You then must go to the city and start a conversation with someone, (anyone, it doesn't matter) and accuse them of disloyalty. They become hostile or run and try to hide. In the end you kill them and report back and Tullius has a new rumor for you to act on. Every person you accuse of disloyalty will then be replaced by a generic imperial soldier in the same cell. If you do enough jobs for Tullius, you will eventually kill everyone in Skyrim and replace them with imperials. Also, every time you enter a town, no matter the time, Thalmor will be there randomly killing people similar to Vampire attacks from Dawnguard but guaranteed to happen and at any time of day. So please let me know what you think and if anyone wants to start working on the mod I can provide a lot of the voice acting. Just let me know the sort of file type the creation kit requires.
