I had this problem when I had Sim Settlements and Enhanced Lights and FX installed. I uninstalled SS and that solved my item fading issue around settlements. But I have the problem of black textures and item fading whenever I entered an interior cell. They don't often fix themselves and the only fix is to quit to the menu and reload the game. I assume its a Vram issue, as my rig is running 16.0 GB. I've also uninstalled Enhanced Lights and FX and I'm hoping to see if that fixes my problem. Though I remember the same issue with Nuka-World without ELFX. Is there a workaround that prevents black textures from appearing? Or item fading? It's not a huge issue, but it is quite annoying to have to quit and reload a game every time I want to fix the textures.

Sadly, I don't think there's a way to revert back. Unless you want to go through the trouble of downloading from shady, third party sites to get an older version. I'm sure F4SE will update... soon I hope.

I've reinstalled Fallout 4 after having some trouble with some mods after changing profiles in the NMM. I tried running the Script Extender today and an error popped up saying I have runtime 1.10.98.0 instead of 1.10.89.0. Did the game update today? And I'm completely unaware of it?
