All Sanctuary Settlers Migrate to Bunker Hill

Just noticed that this was happening to me, did you ever find the cause? I went to Sanctuary it was abandoned, same with Red Rocket and discovered while wandering near Gray Garden that all my settlers were marching their way to Bunker Hill, can't explain why.
