ever time I try to login on the NMM it tells me "Login error: Cannot reach the Nexus login server. Either your firewall is blocking NMM or the login server is down." how do I check to see if my firewall is blocking it on windows 10?

Game keeps crashing to desktop everytime I get close to the Thalmor prison and at the same spot(Helgen Reborn mod) it's located at the southern part of the map if you wish to know. Anyway can someone help me fix this?
