If I pay for a Mod that doesn't work at all for some stupid reason who is responsible?

I am just a noobie who likes to test these mods for the fun of it Its a shame that Steam want's to do this now .I don't think its a good charging mods it would cause a problem because I have to pay for a mod that is $30 it better work or other wise I would demand to have my money back.
